AbstractThis paper sets out a project based at Coastal Housing Group (Coastal), a large housing association in Swansea, Wales. The paper shows that housing associations in Wales are strongly led by the Welsh Govern- ment, and because of policymakers’ desire for ‘zero carbon’ by 2020, Coastal will have to shift the focus of its sustainability efforts from its prior focus on economic and social sustainability to more equally include the envi- ronmental aspects. Although sustainability strategies are commonplace in all industries, the literature reveals a gap in knowledge and practice for longitu- dinal, implementation-centered studies in the service industries. A systems- based approach is proposed using a mixed-methods action research method- ology. The paper concludes by outlining the next steps for the research, in- cluding initiating a pilot stage which produces a draft strategy, before a deeper study takes place to fully refine and implement the strategy and final- ize the selection of key performance indicators.
